“Support for Marginalized Individual Livelihood and Enterprise” (SMILE) is a central government umbrella scheme under the Ministry of Social Justice and Empowerment (MoSJE). Under this program we have conducted surveying & identification, mobilization, rescue and rehabilitation of person engaged in the act of begging/homeless in Namsai district. After rescuing the homeless to the shelter home, we provide them with better accommodation, food and health care to all the inmates.
We also provide safety and security for those children, aged person, physically challenged and mentally disabled persons. Also, provide them training and special education for physically disabled & mentally ill people so they can live a better life. We also provide them with training for their skill development, so that they can earn utilizing their skills to live a dignified life.
We had surveyed and identified more than 117 persons engaged in the act of begging in Namsai district of Arunachal Pradesh. At present, we had rescued and mobilized more than 38 persons to our Dhamma Shelter Home. Presently 26 inmates are rehabilitated to our shelter home and we are still carrying out the process of identifying and rescuing of the persons engaged in the act of begging.
The sub-scheme covers four major components to provide comprehensive measures with focus extensively on prevention, rescue, and rehabilitation so that persons engaged in the act of begging can be brought back to their normal life with dignity by providing skill training, assistance for suitable job/employment and support for self-employment/ entrepreneurship. The details of the component are as follows:
We will ensure comprehensive rehabilitation of 50 beggars to enable them to lead a life of value and dignity. It will also ensure their re-integration into the mainstream of the society. Dhamma Aid Foundationwill ensure social inclusion for those sections of humanity who lives on the margin and whose re-integration into the social mainstream is essential for social development at Namsai.
